It's concluded that CBD is a medicinal substance because CBD is contained in some medical products.
With CBD and medical marijuana being the headlines across the world, it is only natural that Finland’s residents hoped to join the users.
This is not to be the case. In Finland the only CBD product available is GW Pharmaceuticals Sativex, this is prescribed for muscular spasms in multiple sclerosis patients. Other uses of CBD are only on a case-by-case basis with the Finnish Medicines Agency.
Prescriptions are hard to come by with only specialists in neurology or doctors in neurological clinics able to issue them and only after patients have failed to respond to all other drugs and have shown improvement during initial trials.
CBD is widely marketed as a nutritional supplement, Finland is one of the few countries where CBD is a tightly regulated medical substance. This restricts the free movement within the EU.
Tommi Saltiola who represents Hamppumaa a company that develops and distributes hemp products states “According to EU agreements relating to the free movement of goods, the country that is prohibiting a product has to show that it is necessary and if needed also show that it results in serious risk to national health,” “This would include pertinent evidence such as technical, scientific, statistical and nutritional information.”
No such evidence has yet been released by FIMEA, says Saltiola, and instead the regulator has thus far “concluded that CBD is a medicinal substance because CBD is contained in some medical products.”
